AVETMISS

The government reporting details every student needs, from demographics and schooling to the USI, and how Set USI later works.

AVETMISS is the national standard that registered training organisations use to report on their students to the government. The AVETMISS tab collects the personal details that report needs. Most of it is choosing the right answer from a list; the one part that needs care is the USI.

Answer from the student's own information

These questions are about the student, and the answers are reported to the government. Use what the student told you on their enrolment form. Don't guess. Several lists include an option for when the student didn't say.

Why citizenship status is locked

For an international student, Citizenship status is locked to International (visa), with a padlock. The tooltip explains that it is enforced because the student type is International.

That's because citizenship follows the Student type you chose on Personal Details. An international student can only be International (visa), and a domestic student can only be Australian citizen or Permanent resident. To change it, change the student type on Personal Details.

Education Background

Student Identifiers

This card holds the student's identifier numbers.

Victorian Student Number (VSN)

The Victorian Student Number (VSN) field only appears when all of these are true:

  • the student is domestic;
  • their street address is in Victoria;
  • they are under 25.

When it appears, it's required. Enter the student's nine-digit VSN. If they don't know it, tick the box to record it as unknown. That stores 000000000, which is what the report expects.

USI (Unique Student Identifier)

A USI is a 10-character code every student in Australian vocational training should have. It links all of a student's training records together for life, across every provider. Students create their own USI on the government's USI website.

  • Domestic students need a USI to submit, unless they have an exemption or you choose Set USI later.
  • International students don't need one to submit.

Type the USI into USI (Unique Student Identifier), then select Verify.

Verifying a USI

Verify asks the government's USI registry whether the USI belongs to this person. XPortal sends the registry:

  • the USI;
  • the student's date of birth;
  • their first name and last name, or their single name if they have one. See single names.

XPortal saves the draft first, then checks. While it checks, the button shows Verifying…. If the registry agrees, the button changes to Verified with a tick.

Before it will verify, XPortal needs the USI in the right format, the date of birth, and either the first and last name or the single name. It tells you which one is missing.

When a USI won't verify

If the registry says no, a USI verification failed message explains that The USI could not be verified against the registry. Please check the number and student details, then try again.

The usual cause is that the names or date of birth in XPortal don't exactly match what the student entered when they created their USI. The registry is strict. To fix it:

  1. Check the USI for typos, especially letters and numbers that look alike, such as O and 0, or I and 1.
  2. Check the date of birth.
  3. Try the name combinations. Swap first and last names. Try the whole name as a single name on Personal Details. If the student has a single name, try splitting it into first and last.
  4. Ask the student exactly which names they gave when they created their USI, and enter those.
  5. Verify again.

Set USI later

Sometimes a student applies before they have their USI, and will bring it to orientation. For them, turn on Set USI later: Use this when the USI will be collected after submission.

When it's on:

  • the USI box is cleared and disabled, and any earlier verification is cleared;
  • the USI exemption is cleared and disabled;
  • the USI is no longer required to submit, so it skips that check.

The USI isn't forgotten. At orientation, XPortal requires it: the USI step says USI is required because this application was submitted with Set USI Later, and orientation can't be finished without it.

USI exemption

A small number of students are exempt from needing a USI. Choose from USI exemption (if applicable):

A domestic student with an exemption doesn't need a USI to submit. This choice is disabled while Set USI later is on.

AVETMISS checklist

  • Every demographic, schooling and employment field is answered from the student's own information.
  • Citizenship matches the student type.
  • A VSN is entered, or recorded as unknown, if the field is showing.
  • The USI is entered and Verified, or an exemption is chosen, or Set USI later is on and the student knows to bring it to orientation.
